[PATCH] tools: make_rel_symlink.py can also use python2

The make_rel_symlink.py script is compatible with both python2 and python3.
Don't hard code a requirement for python3.

Thanks for patch! Applied to release-0_9_4  and master branch. However,
note that build still requires python3.

Right. We do have python3 as a dependency for building lirc-tools.
