0.9.4b available

After the 0.9.4 and 0.9.4a release there has been some more bugfixes. It is time to release 0.9.4b, a bugfix only point release. That said, the lircd-uinput tool has had a major rewrite in this cycle also adding more options (see manpage)

Source packages are available at [1], Fedora  preview packages at [2] and an Ubuntu PPA at [3].  The source packages includes a Debian source tarball.
